The reason Personal Communication is a violation of Community Guidelines is because if they allow it, everyone will start doing it and soon Answers would be just another generic chat site.
I like the question/answer format, even though it's a drag at times not to be able to directly contact some people, or to go into further dicussion about something. It's just how the site was designed.
