Only temporarily. Obviously when exposed to fire the water would evaporate; the rate of evaporation depending on the level of thermal radioation to which the wood is exposed, the porosity of the wood and the initial temperature of the wod.
Once the water has evaporated from the exposed face of the wood, charring and eventual ignition would occur.

Sure, but the key word is resistant. How resistant? Well if you are trying to light it with a match your pretty good, but if you are exposing it to larger flames, as soon as the water evaporates which will be pretty quickly, the wood will ignite.

For a time and it seem like a bad idea to experiment with fire like this. If you are roasting marsh-mellows there is room for using wood to do that. Pipes are made of wood and work well for years. I have no idea what you are trying to do or I would have a better idea of what to tell you.

Wet wood will not burn as easily or quickly as dry wood, but keeping wood wet will destroy it. To make it more fire resistant is difficult.

I don't know about soaking it in water. You may risk rotting it or creating mildew. Is this going to be for inside? outside? maybe you need to go with something like this to be on the safe side:
