It means take it to a mechanic before you buy to have it checked out, the seller may be full of crap. Just changing the oil every 3 months does not mean that all systems are in "excellent" condition.

EXC MECH COND means EXCELLENT MECHANICAL CONDITION. Referring to the vehicles moving parts. The person placing add knows it has been well maintained.

It means excellent mechanical condition. People will use this abbreviaton when they are talking about/advertising something and they don't have enough room to write the full word, or they are too lazy to spell it out. Hope this helps.
