It is not the hairspray that removes ink, it is the Alcohol in the hairspray. Pour rubbing Alcohol onto the ink, let set for a few minutes, then wipe it up. If the stain is on a part of the chair that you can't pour it on and let stand, soak a paper towel with alcohol, and hold it onto the spot. Sometime this will merely lighten the stain. Keep repeating until it wont lighten anymore, then bleach the spot. Use the same method with the bleach that you did with the alcohol.

Contact an upholstery cleaner that does leather cleaning and ask for help. Ballpoint is notoriously hard to remove and leather is tricky to clean without damaging it. And since leather is expensive, it's worth consulting a professional in this case.

I know hairspray will remove ink from clothing. But I would try something like Magic Eraser or Oxiclean. But also try it on the back first and let dry to ensure you won't get any discoloration on the actual problem area.

I would try using milk first. I've used it before to remove ink. It's already in your fridge and it certianly won't destroy your chair. Give it a try!
