Goes off every minute even if it hasnt rained in a couple weeks. Water is only coming from one of the pipes into the pit and had water department check if it was their water. They said it wasnt.

If it's buggin' you really bad, just raise the pump up a couple of feet until you get something figured out.

does the sump pump have a check valve in it? If it doesn't, when the pumps cycles, all of the water that didn't get out of the pipe flows back into the pit which would cause this vicious cycle. It it does have a check valve check to see if it's working properly.

they always say it isn't their fault! You can shut off all the water in your house. Check the water meter dial, if it moves in an hour, you have a leak. If it doesn't I would call the water department back. Do you (or a neighbor) have a septic system?. Do you live at the bottom of a hill?
