Where I live spring break was 3 weeks ago. School ends in mid-May, so they didn't want to wait until the week of Easter, because it's too far near the end of the school year.

I think there are many factors that play into this. In our location, we have flocks of college students coming our way over spring break, so our city definitely can't accomodate them and our own students being on spring break at the same time. Also, kids here start school the very first couple of days during August, allowing them to get out in the middle of the second week of May. If we had spring break here now, we'd be left with only 3 weeks of school upon return. Another thing to consider is that Easter falls differently every year. Next year, our spring break begins the weekend of Easter, because Easter is in March, so they have the full week off following it.

Our quarters are divided into 8 weeks. Jan till May divided evenly. No longer have connection with "religious" holidays, as we used to have.
