Usually your local university/college library has access to that database - they would have the account information, and you'd have to log in on campus (unless they have a remote access password - you may want to call them to find out).

Your public library may also have access to that database - same with the university/college though, check with them for remote login or otherwise log in at the library's computer.

You'll probably get to EBSChost via some other gateway - in North Carolina, for example, EBSChost is accessed via NC Live (http://www.nclive.org/authhome.phtml). The library you contact (university, college, or public) may have all of that information for you.
