it is to get bills to both have the same language in it before it is brought up to vote in both houses.when bills are introduced into both Houses of Congress (Senate and Representives) there are admendments added to each as they are discussed on the floors. and the language sometimes are changed this committee gets the bill into one version that can be voted on in each house.

When there is a difference between a piece of legislation passed by the Senate and one passed by the House a conference committee is set up to come up with one bill that can then go back to each house for passage into final legislation. This is to try and come up with a compromise bill so the legislative effort is not stopped and then restarted from scratch each time a bill passes an opposing chamber.
