I don't know of one word, but there is an old phrase that fits the definition perfectly: such a person is like "the dog in the manger." It comes from an old fable--perhaps one of Aesop's--in which a dog sits in a cattle manger, barking, snarling, and biting when any of the cattle come near to eat. He, of course, can't eat the hay, but neither will he let the animals who can eat it come near. If he can't eat it, no one can.

Arrogant
A strongly arrogant person will usually try to downplay other people's achievements or ideas in order to make themselves appear better. Arrogant people will even ignore or downplay good ideas from others, as they cannot accept that others might have better ideas than themselves.

Maybe it could be jealousy. it means that if you can't have it no one else can, as if you wanted everyone else to feel the exact same way you feel at the exact same time for me the word is jealousy
