Yes, when he gets sworn in to office he takes an oath he says, "I do solemnly swear that I will faithfully execute the office of President of the United States, and will to the best of my ability, preserve, protect and defend the Constitution of the United States." So if he goes against the will of the Constitution or the laws of the United States when he has taken an oath such as this, it is sort of like lying under oath or perjury.

You are making a promise of what you will perform in the future. You can break a promise, but that is not a lie.

The oath the President swears is so broad and can have a variety of different legal interpretations. Such a case would be very difficult to prove.

It's not the point. The violation isn't of the oath, it's of the standard he swore to uphold.
Like not upholding the 4th Amendment by ignoring FISA.

Yes, just like Clinton did.
He was never nothing but a "boy president". He never did his job.
He just had fun & games for 8 years.
(He did "sell us out" to China, North Korea, and Osama bin Laden.)

Kinda. Congress is suppose to "guide" the president and any decisions he makes while he is in office. Anything that happened beforehand is a wash.
