The answer is .001 you move the decimal to the right but this only works with ten to a negative power

other than that say you had 5 to the -2 power it becomes 1 (numerator) over 5 to the second power (denominator)

anything to a negatie power is the same as saying... well its hard to explain lol but lemme show you an example.

2^(-2) = 1/2^2

it just drops down to the denom and becomes a postiive exponent.
since its 10^ to the neg 3 power, the answer would be 1/1000.

hope this helps!

It is 0.001

Instead of moving the decimal point to the right 3 places for 10^3...you move the decimal point to the left 3 places for 10^-3

Good luck!

when you have a negative exponent, you take the inverse of the base and take the same but positive exponent

a^-n = (1/a)^n

(10)^-3

the inverse of the base 10 is 1/10. And take the positive exponent

(1/10)^3

= 1/1000
hope this helps
