A challenge would be to make it interesting so that the people will like the magazine and buy it. =<)

Most importantly he/she would have to make sure the info is tru. They would hav to make sure that what the create for the magezine is not in another. Don't just have 'Top ten songs of the week. Have a wider selection such as:
Top ten songs of the week.
Top ten international songs of the week.
Top ten albums of the week.
Top ten downloads of the week.
Top ten videos of the week.
Top ten artists of the week.
Don't go hunting down celebs either. Why not publish interviews from new or local bands instead. Have a poll in the mag and get the readers to text in to say which one is beter.
But most of all, remember this:
'Quality, not quantity'

It would have to be highly advertised and very cheap to compete with already popular magazines.
