They speak their own kind. If you have a fish as a pet, and you watch them you can learn alot about them. I have a Betta and I can tell when he is"mad' at me, because he flairs out his gills as if hes challenging another fish. Higher animals have more complex languages. Whales, who are mammals( keping with the water theme) Have distinct noises for things. Some people even believe the songs of the whale were developed as navigational aids. I'm certain there are places online where you can go to find out how(and if) fish communicate, I think they only have a brief memory of things though, so maybe communication really isn't important to them
