Because to have done anything could have provoked a nuclear Armageddon. During the cold war, there was effectively a stand off and neither side did anything overt to provoke the other. The only exception was the Cuban missile crisis, but even there the Soviets backed down. Had the Americans done anything about the Berlin Wall it would have been treated very very seriously by the Soviet Union and I doubt for one moment we would be sitting here now in front of our computers.
