cos i will like to calculate out my friend's natal chart but only have birth dates and years,any website that I can go for free calculation of natal chart w/o birth time??

you should have the birth time on all hospital charts/records..birth certificate...

Theoretically, you could. However, it will not be an accurate birth chart. It depends on the calendar you are going to use for drawing your natal chart.
If you use a lunar calendar (like some cultures in East), you cannot draw a birth chart. If you are using a solar calendar, you should be able to draw it, at least to the closest approximation.

If you don't know the birth time, make 2 birth charts - one for 12:01am and one for 12:00pm the same day. Look at both charts and see what planets changed signs. Exclude them from your interpretations.

Yes you can it will not be accurate and willnot have house's listed i.e. Leo in 7th house. If you are born on a day where moon is changing phases it will be even more inaccurate. Try to zero in on a time of the day you was born.
Also all birth certifiates(duplicates) do no list birth time.

If you don't have a birth time it will not be accurate it will calculate everything from 12pm it is a waste of time without a time of birth.
