They like light, except not direct sun light. he may have began to get really hot, his water may have warmed up to an uncomfortable level. its kinda like we like sunlight, until it starts to burn out skin.

I'm confused- is the turtle indoors or out?

If this is an indoor turtle and the light is coming through the windows it turns into a heat ray that can hurt the turtle.

If it is outdoors, it will decide if it wants sun, shade or water.

The water temps should be 75-80F.

it means he got a sun burn and you need to buy it one of those big aquarium lights the sun burns it so be careful where you keep it if you leave in the sunlight for long periods of time it will fry! this happened to my brothers chameleons
