There is a very nasty person who has two identities and even admitted it on one of her answers. Normally I wouldn't care...but this person is really mean and nasty.

If you are absolutely sure about it, you should report him/her.
It is against the Community Guidelines to have multiple accounts and if found out by Yahoo their accounts are cancelled, including e-mails, Messenger, everything.
It is under # 11 of the DONT´s of the Community Guidelines
11. Create multiple accounts for the purpose of violating community guidelines, Yahoo! Community Guidelines, or Yahoo! Terms of Service.

you can report anyone you think is in violation of rules of conduct .. you can write yahoo Q and A and report them giving the reasons and both user names . you can have as many names as you like provided you follow the rules BUT if you are found violating them you can have ALL your yahoo accounts deleted including mail accounts IM accounts .. everything .. so if you see this person answer a question in a rude and belligerent manner click on the report link beside there answer or question then give details on why you are reporting them .

It's against community rules to have multiple accounts, so you could report them if you want. I don't know why someone would want or need multiple Y!A identities.

You should report them. Because they shouldn't have two accounts.
