Yes, 18 and 19 are your "late teen" years, just as 28 and 29 are your "late twenties". By law, these teenagers are considered adults, but I know people in their twenties and even thirties who are still not adults. :)

yes and no they are considered adults but don't are still eighteen and nineteen it is said you aren't fully mature till after teen yrs but i have seen some pretty mature teenagers.
