Don't forget Picard BECAME a Borg (Lociutis), so he has first-hand knowledge of what being a member of the Borg collective is like. Some things will never change -- peace is not better than death if it means giving up your freedom, not to mention your identity.

The borg conciousness was the antithesis to the Federation's principles of peaceful collaberation of individuals. The Federation showed time and again that they were willing to fight for the perservation of these principles (against the Klingons and the Romulans, among others.) They just preferred diplomacy to open warfare whenever possible.

Jean luke is a man of principle. There is no way a man like him would surrender his humanity to be assimilated into a structure that is ruled by a collective thought VS. the beautiful individual thought of a person.
