Fistly give them a good clean, next get some marine polish-I've seen it at "Halfords", and buff your window frames to a glossy shine.

Some types of plastic can be brightened up by cleaning with WD40 but experiment first on a small area.

Try using STP Son of a Gun - it is available from car accesory shops and is brilliant for plastic (or use Armorall also sold in car accs)

I have heard that rubbing olive oil on them does the trick, but it depends how bad they are. You can always paint them with a suitable paint. Try Dulux trade for advise.

Replace them with real mahogany and then use a decent varnish. Bloody plastic.
