You are asking about absorption rate. I must know what is being heated or chilled. Water will absorb heat faster than it will give up heat in order to be chilled. They say (?) that water ounce heated will give up that heat faster in a below freezing ambient. What really is happening is that the variance between cold and hot must be measured within a 'MEAN' level. Or null. Which is faster? HOT

Molecules tend to slow down as they cool until all molecular movement ceases at absolute zero. Heating tends to speed up moleclar activity. So if you're referring to molecular activity then heat is faster.

They're equal if you think that cold is just heat leaving. This sounds like the "what's the speed of dark?" question.

Cold is the absence of heat. Same speed.
