IT depends- for example a polka dot tie would go good with a striped shirt. The basic rule is "match colors, mix patterns, but always keep it simple."

well no not really but if I was u I wouldn't wear stripes and polka dot at the same time u will look too busy but a nice way u can do is a striped shirt and a small polka dot bag or a small polka dot accessory or the other way around also keep it in the same color family

I... don't think that they do, to be honest. Patterns should stay segregated... like stripes with stripes, dots with dots, etc.

NO!! they clash, even if the are the same color! i would pick one or the other, and then if its a top wear jeans or a cute skirt thats not too bright, because otherwise you might look like a walking box of crayons. sorry if i sound harsh, but i hope it helps :)
