The enigma is that if given the same amount of time and effort, numbers 22, 24, and all the rest can be given the same associations that #23 is currently in the spotlight for.

It's all just "spooky stories told around the campfire" fodder.

They made a horror movie about it so all the little kids have jumped on the idea. You can pick any number at random and convince yourself it was an "evil" number. It's just hype.
