Sodium hydroxide. One makes chlorine bleach by reaction of sodium hydroxide and chlorine in water . The product is a 50/50 mix of sodium chloride and sodium hypochlorite solution, plus a big excess of NaOH. Bleach makers dilute the solution down to 5% NaOCl. One has to be careful to keep the pH high, or the NaOCl will react with H+ to form Cl2 again.
