Get the smallest can of RustSeal sold by KBS Coatings. Lightly sand area to remove rust and then wipe down with a water based cleaner to remove all road dirt. Apply 2 thin coats of Black RustSeal.

If no rust is present protect all bear iron with paint or some other protection. If the rust is very bad and a lot of metal is gone you may need to enlist the help of a body shop. If a part has only surface rust apply a rust "converter" such as Restore or Rust Treatment by Permatex or similar product. If you use a latex based rust converter you can apply a paint on top of this if you wish because most of these products act as primers. If there is more than surface rust you need to chip the scale off until only surface rust remains, then apply a rust converter. If you are doing this on part of your vehicle that is visible to the public, and you want it to be good looking, you probably need to see a professional. You can read a lot about converters online.

Once a vehicle starts rusting it is difficult to stop, if it is just beginning to rust you may be able to sand it down to bare metal and primer it before spraying black paint over it if you cover it it will not adhere well. If it is a small area try using a small piece of sandpaper and than you can tape it off and spray paint it to match. (cheap way anyways) if you don't stop the rust it will continue to spread like a disease especially if your car sees harsh winters.

If it's a small scratch and you aren't too concerned about it try using clear finger nail polish to prevent further rusting.

Once it starts, it's a b^_(*(*^ to stop.
See a body shop for an estimate.

Touch up paint won't help.
