It is a force between charges and is being defined by Coulombs law as

F=k Q1Q2/R^2. (see referees)

Like charges will repel and unlike charges will attract.

The same is true for charge distribution.

The tendency of any charged body or a particle to attract the oppositely charged body towards itself is called Electrostatic force.
