I saw an article in the Minneapolis, MN Star-Trib about the Madagascar Hissing Cockroach. Can I get one without a permit from the U.S. State Department? If so, how do I get it, where do I have to go, and what do I have to do?

I got mine at a pet store.
They might be illegal in some states, I don't know. But I live in California and was told they don't escape to become pests like the common kinds. They are very slow moving; their main defenses seem to be hissing and holding on tight.

basically so as that they'd say "Madagascar" lower back and lower back lower back. pass forward.....say it......Madagascar. does not it sound cool? So after a on an analogous time as whilst their acquaintances hear it......they sound very uber considerable. the only different animal that would cause them to sound a million/2 as considerable often is the Zimbabwian crustacean. And properly.......they're stressful to feed. *wink*

I'm pretty sure they are legal, i cant see why not. most exotic pet stores should have them. low light dead logs and leafs in the cage make a good environment, but I'm not sure about what food to give them

i personnaly love them i work with the education department at the zoo and i deal with them everyday

Long shot.....check with a zoo, pet store, or call a reptile store or something, they may feed them to their reptiles.
