A fan pressurizes a volume on the underside of the craft that is open on the bottom. The air pressure pushes the craft upwards until the air leaks out between the opening and the ground (or water) too fast for the fan to maintain adequate pressure to raise the craft further. There it just "hovers". Other fans generally push the craft sideways then to go places.

it has a fan that drives air from top down through flexible tubes into the bottom were the air has to lift the whole craft to escape,
by doing so it creates an air bubble if u like, which holds the craft up above ground/sea
another fan/ plane engine is used to push the craft to travel werever u need it to go.

A hovercraft, or air-cushion vehicle (ACV), is a vehicle or craft that can be supported by a cushion of air ejected downwards against a surface close below it, and can in principle travel over any relatively smooth surface. The Hovercraft is designed for traveling over land or water on a supportive cushion of slowly moving, low-pressure air.
