I would say Victoria. It is on the ocean, has a low crime rate and the people are so friendly. Alot of the other big cities, like Vancouver, Edmonton and Toronto are too big, and are dirty and you don't feel safe walking down the street. I've lived in about 5 diff. places in Canada, and I loved living in Victoria.

Conde-Nast Travel magazine named Victoria the "best city in the Americas" a few years ago. Sure, Toronto is wonderful if you want to explore another big city (though Vancouver and Montreal are more interesting, really). And Banff is great if you want that mountain scenery.
But Victoria (which usually has Canada's best weather) does the best job of combining respectably vibrant city life with nearby outdoor adventuring. And hey, if it's your thing, you can see whales and get drunk cheap in Victoria too.

I would say Calgary or banff AREA.. I visited that a few years ago and had a blast.
