I'd have to go with the Russia/France Pact. Russia I believe was just recovering from, or still in the middle of the communist revolution.
And there were millions of casualties, huge debts for all involved, and the French claimed some German territory as compensation. Also, I believe some land was granted to Poland.

The answer is the Russia/French pact.
I would also argue that not only the map of Europe had to be redrawn, but the maps of Africa and the Middle East as well. It can be argued that many, if not all, of the problems in today's Middle East could have been resolved had the Paris 1918 talks had really considered the issue.
