I want to know who owns the moon and why they have the right to sell it.

You can't buy plots on the Moon as no one owns the moon to purchase it from. International agreements have been made that the Moon does not belong to any country.
If humans ever have ready, easy transit to the Moon the benefits of owning a plot there are obvious. It would be just as owning a plot on Earth.
You could go and claim the Moon just as countries claim land though. If you go and declare it your's and can defend it from those that try to intercede than it is your's.

There was a guy busted for selling Moon plots. Turns out the authorities viewed it as a scam.

However, there must have been plenty of people interested in buying the plots. He claims to have sold plots to thousands of people.
