There is a chain inside the tank that raises the flap. It is too long and not lifting the flap high enough. Adjust the chain length where it is attached to the lever so that when the lever is depressed the flap is vertical

Most plumbing supply stores sell a flapper that has a float on top. This will keep the flapper from sealing until all the water has run out of the tank.

Shorten the chain that connects the flapper to the rod that connects to the flush handle.

Like others said , shorten the chain and if that won't work adjust the float up higher so that the tank will fill to a higher level.

Some good answers, but maybe you need to replace the flap as well, they have one called a corky, that works well.
