Why? And what do you mean "Milk"?
Do you intend to gather sperm to inseminate a woman? If so there are certain things to be considered. The first being the health of the "donor". Has he been checked for disease? Has he been screened for genetic problems? Is he aware of the purpose of collection and is there a formal agreement as to who will be responsible for what?
Then there is the problem of keeping the sperm at the right temp so it stays mobile enough to do the job. And of course timing with the woman's cycle is imperative too.
Do you just mean to get the man to ejaculate? If he is willing, masturbation is probably the easiest way.
If you mean "milk" as in get what you can out of the guy, then you need to pull your head in and stop treating people that way.
