In the US, it opens at 9:30 a.m. Eastern time. There are also "pre-market" and "after-market" sessions, which you wouldn't want to use unless you're a heavy trader because volume is low and the spreads are bad.

Different exchanges will have different opening times. For instance, the New York Stock Exchange (NYSE) and the Nasdaq open at 9.30am EST, whereas the American Stock Exchange (AMEX) opens at 9am EST for options on debt securities.

If you're talking about the AMEX, NASDAQ and NYSE, it's 9:30 am. EST. Closes at 4 pm.
