a is true and false - some online resources require you to pay a subscription or access fee to even view the material, but once you do, you can cite is as much as you want - just like you would a site you don't pay for.

b is also sometime true and sometimes false - there are many sites out there that simply cut and paste their content, so there's no way of knowing who the true author is. Sometimes, sites are opinionated or written off the cuff, and if the site doesn't have any references, it's tough to tell how legitimate it is (some newspaper editorials may be legitimate, but most don't cite resources - so even though the author may be credible, it's tough to know for sure if you're not familiar with that author).

c may be true or false as well - many times the publication dates aren't listed on the website, so it's tough to see when the material came out.

d may be true or false as well, for the same reasons as (a) - some sites that make you pay for access also provide offline copies of their material.
