so you have some serious restrictions.
You can have several viable options
1. Build a cage for the egg to fall in using the straw. Cut the straw into 6 5cm sections and create a pyramid using the straws. use the string to hold the pyramid together. dont' cut the string, but string the straw on to one long piece of string and then make sure you can tie it together. It will hold your outside cage together.stuff the inside of the pyramid with shredded newspaper and stick the egg in the middle. now surroudn the pyramid with tape
2. Use the newspaper as a parachute. cut the newspaper in half. Use one half as the parachute, and the other half for making a cradle to have it sit in. For the parachute first tape the corners of the newspaper. cover both sides of the paper with tape on the corners. Punch holes in the tape on the corners and run 4 equal lenghts of string so you can build an egg cradle. Using the tape and what is left of the string and the remaining newspaper, wrap it around the egg so you have the whole egg covered with string and tape and connect it to your 4 pieces of string from the corners.
or 3 combine both 1 and 2. use the straw to creates a cradle to hold the egg inside. Use 1/2 of the newspaper to make a parachute. use the other 1/2 of the newspaper shredded and put it inside of the cradle you make with the straws. wrap the whole thing in tape. make sure you tape the corners where the weight will be or else the string will tear the newspaper and your egg goes splat.
my three ideas off the top of my head. I'd use the pyramid idea first.

Make a parachute out of those materials.
We made a similar experiment in highschool, using the same materials. We dropped it from the third floor of our school building. The egg didn't break.
Cut the newspaper into two: one for the "head" of the parachute and the second as the "basket". Then cut the straw into four pieces, each of the pieces' ends should be attached to the four corners of the "head" as well as that of the "basket" (use cellotape). Place the egg in the "basket," then drop it (spread the head).

the easiest would be to wrap the egg with the plastic straw and cellotape, then wrap that with the news paper, make it into a ball, use some cellotape and tie it with the string..
then go test it and make sure u have extra supplies to try again :P

Make some of the paper into the best possible parachute for a slow drop and some crunched up for a cushion on landing .
30 cm of straw isn't much but maybe some for the chute frame and maybe 4 little legs protruding from the crunched up paper for initial shock absorption.
I would use the string for the chute and thread it through the legs to insure they stay on.
Use the string as one continuous piece ,

do not let the egg hit the floor. i love the perception of a postponing the egg in a field with nylon stockings. position a hollow in both area of the field. positioned the egg in a stocking and tie both end of the stocking exterior the field so the egg is suspended interior the middle. do not tie the stocking too tight or the egg will nonetheless damage, and do not tie it too lose or it would want to nonetheless hit the bottom of the field. you are able to also attempt a lot of padding yet would might want to damage it. The terminal velocity on the egg might want to damage it inspite of padding. have interesting.
