I want to buy a DVD recorder that will serve as an over the air HD tuner for my HD television when attached to an antenna. But I also want to hook up my standard or digital cable to it (I subscribe to standard right now, but may go to digital sometime) to record cable TV. I don't know what kind of tuner I am lookingfor- or if I need 2 tuners.

Does it have to have the QAM? ... I found a DVD recorder with NTSC/ATSC tuner.

You need a DVD recorder with NTSC/ATSC/QAM (or ATSC/Clear-QAM ) Tuner

Apparently RCA is planning to introduce one of those this April

Check out BestBuy for the latest Panasonic DVD Recorder with ATSC/QAM tuner. It can receive HD and downconvert to SD format for recording to the disc.
