My Windows Firewall program won't run, WHY?

My computer states that the firewall program is not running. It was working two weeks ago when I last used it. I would like to allow a program to go unblocked by the firewall.

Oh, man, I hope you were not using the internet with your firewall disabled.....
You can enable/disable the firewall by going into Control Panel and selecting 'Windows Firewall.' You can also manually set which programs to allow through the firewall there too.

I don't like that Windows firewall. If you want a decent and free one, Zone Lab's Zone Alarm Basic isn't bad.
