Its a commentary on being false.
Often, when someone is trying to convince you of their sincerity, they will "put on their best face"....smiling and laughing, the ouward expressions of joy, hide truth behind a mask that people see as being welcoming, friendly and accepting. "hide your pain behind your smile", "laugh and the world laughs with you, cry and you cry alone", well known sayings that mean hide your true feelings.
Ever had someone you thought was a friend joke and laugh with you on one day, and the next tell a mean story about you behind your back? Same thing as your saying.

It simply means if you're a woman, be aware of a man who smiles at a certain joke, situation etc while a woman laughs at it. This simply discern if not manifest, the possibility that this certain man shows inferiority complex under the woman's superiority complex who tries to be in control by laughing a loud laugh. Laughing expresses stronger impact than smiling isn't it? In other words, in this situation, this man has a weak character and must be avoided.
Reversing the situation, the woman who smiles at certain situation, jokes or events etc. while the man is laughing at it shows that she is submissive or inhibited, thus suggesting a weak character for allowing the man take in control at the scenario. She feels inferior, a character which must be taken into avoidance.

This has something to do with power struggle the way your question is pointing at that direction.

Nowadays everybody shows pseudo faces and pseudo smiles. When woman is modest she won't exhibit any emotion especially laughing. She may smile at nearest kith and kin like husband and children. But I don't find any wrong in man who smiles.

There are daggers in men's smiles.

I hope Shakespeare's two-cents helped clear it up.

Allow me to elaborate..... when someone is malicious (and intelligent enough for it to be a problem) they will be secretive about it, and attempt to charm and befriend you.

The easiest castle to siege is the one with an open gate.

Rreminds me of that commercial, the guy is on his lab top at a cafe this girl drops something and he picks it up to give to her she smiles and when he turns around someone stole his laptop. when he looks around the girl is gone. Something deceitful is going on!

Small,

This is an interesting question... I'm not sure anyone has it right yet, and I am reflecting on it. Can I get back to you when I come up with a possible explanation?

I have no idea who said this:

A woman laughs when she can and weeps when she wants.

Good luck!
