e.g. I scan a magazine article with a normal scanner and then want to lift the content, edit it in word and enter it in my blog - is there such software?

You need an Optical Character Recognition (OCR) application.

There are free open source ones for linux, and here is a list of some for Windows:

Yes, some software will allow this. If you have the full version of Adobe Acrobat reader it allows you to edit, and fill in pages that have been scanned.

Yes, you can: scan it as a TIF file and then open it as MS office document imaging then from the tools menu click "recognize text using OCR" then highlight the page then from tools menu click "send text to word"

You can do it...our IT manager has done it lots of times for us when we get sent quotations that are pages long BY FAX!

He scans them, then drops them into excel spreadsheets or word documents for us.

He has some sort of desk top publishing - someone has already mentioned this above me.

i don't believe so, but you can treat the document image like a picture and very easily go into, say, paint program and paste text over the image... a pain i know but thats all i have for you ;)
