The UK is a member of the EU; it is not a member of Schengen. Anyway, US citizens can enter nearly all EU and Schengen countries without a visa no matter where their travel originated from. Look them up here:

Depends on the visa if you get a "schengen visa" than you can travel into any of the participating countries who have signed to an agreement of the same name but UK is not in that group so you wopuld probably need a double or multiple entry visa for UK and than you can do that
