This is a no-brainer. No. Most cities have ordinances like this. Everyone deserves peace and quiet in their own homes. Peace and quiet for peace of mind.

I spent 6 miserable months living in an apartment above a guy who would play his music 12 hours a day. If he wasn't at home, someone else was there (he had friends always staying over at his one bedroom apartment who were not on the lease)The volume was ok, but THE BASS WAS TURNED ALL THE WAY UP! After a stressful day at work, the last thing I needed was a constant panic attack. I couldn't tell if the loud thumping was my heartbeat or the music. It drove me temporarily insane and I was crying every day because management would not do anything about it. He would have all night parties and I once had to call the police twice after 2am in the same night! If it wasn't keeping me awake and preventing me from enjoying my quiet time, I wouldn't have cared what he was doing in there, running a (quiet) brothel, smoking crack etc..

I like this part the best: " the ordinance would have allowed police to build cases against landlords rather than the disruptive tenants. " AMEN!! If landlords have to pay, they will take complaints from tenants a lot more seriously, including evicting the offending party, if necessary. If more people followed the Golden Rule, laws like this would not be necessary.

It's impossible to tell without reading the actual text of the ordinance. I wouldn't give an opinion based on the interpretation and explanation of a journalist.
