No, Works needs Windows to even run.

If your PC crashes, re-install Windows.

all out PC crash like software crash - windows not loading etc.? well Work can't install Windows for you... but you can repair your Works installation with it obviously...

If you had a hardware crash (like motherboard fried etc.) you need first some hardware AND a new windows installation (maybe, it could be the data on the HDD is intact) before you start installing Works...
