shallow men find women getting undressed, flashinig a bit etc their turn on, a real honest true man that you would want to keep would find intellect, your ability to turn him on without degrading yourself, the way you keep him interested without having to bed him on the first date. I think most men like a woman with good shape but their tastes vary so i believe its nothing to do with looks, its how you hold yourself, looking too desperate with a mini skirt on etc sends out the wrong messages and attracts the wrong guy, go out on the pull in a trouser suit or even just smart jeans and a not so revealing top it will instantly attract other men if your posture is confident enough but not too confident.

when she makes strong, deep, long eye contact...that's pretty hot.
of course, all the usual things can get a guy's attention. short skirt with nice butt/legs. low cut shirt, especially if the chest is big. but that may not be the attention you want.
be friendly, sweet, outgoing, nice. don't talk incessantly, but don't be silent. touch him, that'll get him realizing you like him.
wear nice clothes. needn't be expensive. just somewhat tight and cute.
just treat him nicely, as you'd like to be treated.
and if you cook for a guy, and you cook well, you pretty much have him. in fact, even the effort is awesome, whether she cooks well or not.

It depends on the individual i'm afraid. Some guys will notice a cute bum whilst others will notice a cute smile or gorgeous eyes.
In my experience i haven't met a guy who liked the skinny starved model look.

a bubbly perky and quirky personality is attractive to me
but every guy will surely give you a different answer. don't assume that every guy automatically goes for the runway model type. they're too skinny and too tall anyway

Seriously as say its not cool for saty a 12 or 13 year old entering a pole dance, and wet t shirt competition.
Which is fine if you are say 17
Likewise at 17 you want to do more then hold hands a kiss which is cool for age 12.
Tips...
Be fun and exciting... ie good dancer, first bungee jumper, not afraid to get mucky or wet in some fun activity
NO bitchiness, cliqiness, nastiness, bullying traits, up yourself or money concious All very unattractive.
Not wearing much and tight clothing that shows off figure always helps if comfortable.
Showing you are open about sexaulity and like it. Ie if entering a jelly wrestling or wet t shirt competion it the one having the most fun that wins or some whos cool kissing in public.
Playing hard to get means you dont get. You need to show you are appraochable and dont bite or call a guy a perve as thinking you cute.
Likewise relgious morality and puritanisim is very unattractive
be touchy feely... ie ask for help to show you how to do things, ask for lotion to be rubbed on, tickle fight, play wrestle, any excuse to get touchy feely and give permission to be touched.
Hence foam parties being better then wine bars.
