It a tough question, and one, no doubt nonislamic countries must at least be pondering. Here's the only way I can think of Kwithout using Islamic doctrines and controls) --

Lobotomies followed with a conditioning regime that made the subject associate sexual pleasure (like virgin "carrot") with detonation.

Islamic brainwashing sytems are cheaper of course, but this requires imposing a killjoy religious theocracy on the whole of society...separating woman from men...ending freedom of speech along with all other freedoms....

In the absence of religion, you could use secular reasons, such as national honor, security, or any such pretext.

Let's face it, most of the suicide bombers probably don't even believe all the Islamic rhetoric. The night before 9-11, these guys were in a strip club, drinking alcohol. How incredibly hypocritical is that? Alcohol is strictly forbidden. Since they are supposed to get something like 70 virgins in paradise, couldn't they have waited another twelve hours or so? I have seen that most people use religion as an excuse. They don't even believe in its tenets anymore.
