You need to be more specific but since your question appeared in the D.C. area, I am going to assume you mean Columbia, MD. If that is true, then it is in Howard County, Maryland and is about 40 miles from downtown D.C.

Columbia was the poetic name for the United States in the 18th century, so the capital became the District of Columbia. If you're in the USA, you're in Columbia.

Sadly, if you're in the USA, you may be surrounded by people who don't know that the country in South America is spelled Colombia.
