This site claims that Mexico City's air is equivalent to 2-3 packs a day, but the article does not seem to be of a serious nature.

Here's a table that compares the pollution in some English cities with number of cigarettes a day. It states that Oxford's air was the equivalent of a 3-pack-a-day habit, but that's not one of your choices.

I know that LA has some pretty bad enviromental conditions but the EPA is also monitoring them. So I am going to say either Mexico City or London

It is much more than 10 times worse smoking that many cigarettes than living in LA before all the air pollution standard dramatically cleaned up the air.
