Only if you know him or he invites you to the party. If you give him a gift and he doesn't even know you, and you aren't on the guest list, then he'll think you're obsessed, which you don't want, even if you are, which I don't know, I've never met you.

Only if you have some sort of actual relationship eg a friendship. If you do not know each other yet, then no; the first reason being that it is too personal and the second, how do you know what he would like? It could all go wrong before it even started...

Sure. It won't hurt to let him know your interested. Get a thoughtful gift that will get his attention. Does he play soccer? Get him some new leg gear that will help prevent future injury. Does he like art? Get him a book of one of his favorite artists or a set of oil pastels. Or perhaps he's in his own band. Get him a gift card from a local music store to help them get on track. If you actually know the guy and you've talked a few times then yeah, it would be a nice gesture.
But if you don't know him and you come up with a gift, it's kinda freaky.
