Two reasons.
If they have just pit for four tires, they are warming them up; trying to get the air pressures up on them. They start out with low air pressure, because as the race goes on, they get hotter and hotter and the pressure get higher and higher. If they start out with the pressures too high, it is hard to handle further into a green flag run; it makes the car tight.
Reason 2~ If they have not pit, they are trying to clean their tires. There are a lot of "marbles" on the track, especially up in the high groove near the wall. It is little pieces of rubber from their tires that stays up there where no one runs. When they drive through it, it makes their car feel as though it is on ice. So, they try to clean them off before the race goes back to green.

They drive side to side to, not only warm up their tires/keep them as warm as possible, but also to clean the tires. When a caution comes out, their is usually debris, so they move side to side to remove the debris.

The action keeps the tires hot with the friction. Hot tires means better grab on the road. Cold tires are slippery. Rubber gets soft when hot so thats why they have to change tires so often, they pretty much melt them off.

if you mean by the weaving back and forth they do, then it is for two reasons. First reason is to keep there tires clean, Sounds stupid but since there tires are hot they tend to pick up debris from the track as they cool off which will cause them to have poor traction during the restart. Second is to keep their tires as warm as possible so they have good traction.

The cars on the lead lap are on the outside, and the lapped on the inside. It's done this way to give the lapped cars a chance to get their lap back.

The side to side or swearving under caution is to help keep tires warm and clean.

My son races and he does it to keep the tires warm so they stick better. Usually cars get better as the tires heat up.

If your talking about on the restart the cars that are on the lead lap start on the outside, and all of the cars that are not on the lead lap start on the inside.

It cleans the tires. When the tires get hot they collect debris.

On the restarts you spin the tires if there's crap on them.
