Of course there is. What do you mean "monitor"? Do you want a log of their internet sites? Are the homes in your home network a client/server or peer-to-peer? You need much more information in order to recommend software.
You can see if www.majorgeeks.com has the software you like, or, get open source, such as network monitor.

Windows will do a lot for you.

First, if you are talking about several kids having their own computers, keep the computers in an open area - not in their bedrooms.

Next, network them. Set yourself up as administrator and setup the Privacy, Security, and Content in Internet Options. You can ensure your settings with a password through the Content tab -- click "enable" and follow the prompts.
